Biomethane has the potential to support Ukraine’s energy security of supply, decarbonization goals, economic growth and targets for distributed energy generation and use. In order to support the sector, the USAID Energy Security Project (ESP) is issuing an open call for applications for Pre-Feasibility Studies (PFS) for biomethane production projects in Ukraine.
The call aims to select five winning projects, for which ESP would develop pre-feasibility studies, which can allow them to attract investments. Each PFS will include a detailed resource assessment, technology analysis, preliminary financial modeling, and risk assessment undertaken by a recognized international firm, an ESP subcontractor.
Applicants are requested to submit the following documents:
- Company information (according to Section I, Annex A)
- Project concept note (high-level; detailed, if available, according to Section II, Annex A)
- Project financial model and/or any other materials/presentations that may be useful for evaluating project implementation (according to Section III, Annex A)
Documents are to be submitted in English via email to esi.esp.biomethane@tetratech.com by December 4, 2024, at 18:00 Kyiv time.
Applications will be evaluated based on the following criteria:
- Applicant’s capability to achieve the project’s goals
- Technical feasibility
- Confirmed availability of feedstock and supply conditions
- Well-developed strategy and expected outcomes
- Ability to attract necessary capital for project implementation
All applications received will be considered, and those shortlisted will receive feedback from USAID ESP on the next steps. For winning applications, the USAID ESP will develop preliminary technical and economic feasibility studies for biomethane production projects in Ukraine.
