Capacity-building grants for Ukrainian non-governmental organizations (NGOs) assessing or addressing clean energy issues

The primary purpose of the USAID Energy Security Project (ESP) is to enhance Ukraine’s energy security. Improving the energy legal and regulatory environment and increasing the resilience of energy supply will help USAID Mission in supporting the Government of Ukraine (GoU) and other authorities to achieve broad-based, resilient economic development as a means to sustain Ukraine’s democracy.

Specifically, ESP focuses and significantly contributes to the achievement of the following goals:

  • Increase regulatory capacity of the government and energy regulator to provide fair, expert, and impartial regulation of the energy sector;
  • Ensure the sufficiency of energy supply from domestic production and reduced energy losses to meet Ukraine’s energy demand; and
  • Increase cross-border electricity and gas trade to at least 15% of the Ukrainian market volume.

ESP is implemented by Tetra Tech ES, Inc. (Tetra Tech). On behalf of ESP, Tetra Tech is now soliciting applications for capacity-building grants from Ukrainian non-governmental organizations assessing or addressing clean energy issues. Clean energy is energy derived from renewable, zero-emissions sources (“renewables”), as well as energy saved through energy efficiency (“EE”) measures.

The purpose of this Request for Applications (RFA) is to solicit applications from Ukrainian NGOs addressing clean energy issues, who are interested in obtaining a grant for capacity-building activities from ESP to improve their ability to assess and address the clean energy issues.

ESP/USAID reserves the right to fund any or none of the applications submitted.

Please read the Request for Applications (RFA) in its entirety before submitting your application to ensure you have completed the full application and are submitting all required documentation. Late or incomplete applications will not be considered for an award.

The application must be written in Ukrainian or English using the templates provided in Attachments to this RFA. Applicants should submit proposals electronically through email to UESPgrants@tetratech.comPlease insert in the ‘subject’ line of the application email: RFA 2021-4.

All questions or clarifications regarding this RFA must be in writing and submitted, in English or Ukrainian, to UESPgrants@tetratech.com by January 12, 2022, no later than 14:00 Kyiv time indicating in the email subject line “Questions RFA 2021-4”. An organization can submit one email with questions for clarification only.
